2011 Shell National Students Art Competition entries will be recieved in Davao City on July 21-23!

The 44th Shell National Students Art Competition (NSAC) is now accepting submissions for the country’s first and longest-running student art contest.

The tilt is open to college students currently enrolled with at least 12 units. There are five categories to compete in: Oil/Acrylic, Watercolor, Sculpture, Digital Fine Arts, and Calendar in oil/acrylic. Except for the calendar category, all competition categories are open-themed to inspire subject explorations among participants.

The Calendar category represents a special place in the history and heritage of NSAC because in 1951, Shell turned its search for a subject for the 1952 calendar into a national art competition exclusively for students. This year’s calendar theme, “Alamat Noon Para Sa Ngayon,” engages young artists to creatively re-imagine Philippine mythical characters and stories such as Mariang Makiling, Bernardo Carpio, Ibong Adarna, and others. The theme is envisioned to give new vibrancy to the country’s rich and colorful folk tales that reflect time-honored values.

Pilipinas Shell’s advocacy of youth development in art has been nurtured for 44 years to the point that an award from Shell has come to mean that the student artist has genuine talent. Through the years, NSAC’s previous winners have included National Artists Jose Joya, Ang Kiukok, BenCab, Fred Aguilar Alcuaz and other Filipino contemporary masters. Up to P50,000 cash are at stake for the grand prize winners, plus cash and medals for the other winners. A special grant in support of the Faculty Development Program is also awarded every year to schools of the first place winners.

Entries will be received at the following locations on July 21, 22, and 23: Shell depots and installations outside Metro Manila; Gallery Orange, second floor, Lopue’s Annex, Mandalagan, Bacolod City, Negros Occidental; Museo Iloilo, Bonifacio Drive, Iloilo City; Anthill Fabric Gallery, Pedro Calomarde cor. Acacia Sts., Gorordo Avenue, Lahug, Cebu City; GENLUNA Gallery, 90 Davao Medical School Drive, Bajada, Davao City. On Aug. 4, 5, and 6, 2011 contestants must submit entries at the Shell Art House, 698 Aurora Blvd., New Manila, Quezon City (in front of St. Paul’s University).

The program is supported by Air 21, Canson Artist Papers, Winsor & Newton, Lefranc & Bourgeois, National Book Store, Ayala Museum, Shell V-Power, Shellane, Shell Helix, GENLUNA Gallery, Anthill Fabric Gallery, Museo Iloilo, and Gallery Orange.

Those who would like to access the detailed competition rules can call 577-1633 or visit www.shell.com.ph/shell_art.

Protégé hunt in Davao City on Aug. 5!

The battle for the next singing superstar begins with an overwhelming number of aspirants as the nationwide hunt for GMA 7’s Protégé kicked off its first leg of auditions in Bicol and Cebu.

Potential contenders flocked to the SM Naga event center last July 15 to take their chance in the auditions for the talent search. Imelda Papin traveled to the province to find the best music acts in the Bicol Region.

Kids, teenagers, adults and family singers queued and took moments on the centerstage to showcase their talents. Hopefuls came all the way from Albay, Legazpi, Sorsogon and Camarines Norte to find out if they could fit the mould of a protégé.

Imelda, a native of the province, admitted that she really had a hard time choosing her three potential protégés.

Meanwhile, Rachelle Ann Go scoured the island of Cebu to find the best Cebuano music acts last July 17. She turned emotional over some of the talents who performed in front of her. Hundreds of Protégé hopefuls gathered at SM City Cebu and showed that the Queen City of the South has a lot of undiscovered talents.

After the audition, Rachelle tweeted: “Magaling mga nag-audition kanina para sa protege dito sa Cebu! nahirapan ako pumili ng 3. Kung pede lang magpasok ng madami gagawin ko!”

Both mentors have three potential protégés who will be moving on to the next round of auditions in Manila. Eight more mentors are set to look for their prospective protégés as the second leg of auditions continues in Batangas tomorrow, July 24, with Claire Dela Fuente.

The nationwide auditions continue on the following dates and venues: July 29, NE Pacific Mall Cabanatuan; July 31, SM Pampanga; Aug. 5, SM Davao; Aug. 7, CSI Mall Dagupan; Aug. 10, SM Cagayan de Oro; and Aug. 13, SM Mall of Asia Music Hall. Auditions will be from 10 a.m. to 6 p.m.

K Steaks Unlimited a must for steak lovers in Davao City!

K Steak Unlimited will soon be a byword in Davao City! "K Steak Unlimited : We Serve Steaks and Yes, They're Unlimited!" is really true to its name!

The newest addition to a dining experience in Davao City, located at  Loreto cor. Macopa Street, Juna Subd, just a few meters before St. Paul Church. The place is owned and managed by classmates and best friends Kevin Nifras, Jose Tabbada, and Beda Matayabas,K Steak Unlimited is Davao’s first steak buffet restaurant and the place can accommodate up to 50 people at one time.

I was one of the lucky member of  Davao Bloggers that was invited to be one of the first to try their unlimited steak meal.  Awesome really,  an unlimited steak of pork, beef and cream dory. This includes the buffet of pork and beans, beef caldereta, fresh lumpia, fried lumpia, creamy spaghetti, caesar salad and even fruit desserts.

The  steaks are grilled in front of your very eyes and you can get it fresh off the grill. The pork steak is really yummy and soft just rightly marinated, the beef steak you can have it your way rare, medium rare, or well done and the cream dowry is refreshing to the palate (a must try).

If you have a big appetite for meats, then this is the place to be. The buffet alone is satiating enough but the steaks are totally great!!

K Steak Unlimited, a business venture under the Katigayunan Food Corporation, the restaurant is now officially open as of July 20. They serve buffet lunch (11 AM to 2 PM) and dinner (5 PM to 10 PM) for only Php 170 pesos per head.

Ateneo de Davao University charges students P1,632 for IT and internet access, but limits Facebook usage!

Ateneo de Davao University imposes new school policy limiting the social networking site Facebook usage to students from 8 a.m. to 5 p.m. because it was eating the school’s bandwidth.

But the university asked each students to a fee of P1,632 every semester for information technology, which includes Internet access.

School officials said it was eating the school’s bandwidth and the networking site has also become a cause of distraction for students.

Do you think that their limiting the access to the social network site and their reason is enough for making the new school policy?

The students are paying for IT that includes internet access and all of a sudden they want to limit the internet access to their students.

What are your thoughts on this? Does your school have similar policy as Ateneo de Davao University?

DILG: Davao City mayor, judge erred!

The Department of the Interior and Local Government (DILG) has found fault not only with Davao City Mayor Sara Duterte but also with the judge who ordered the demolition that prompted the local chief executive to punch a court sheriff on July 1.

A draft report of the DILG investigation noted that Judge Emmanuel Carpio of the Davao City Regional Trial Court Branch 16 should have taken cognizance of the fact that demolitions involving urban poor settlements were covered by a 30-day notice rule.

Carpio is the uncle of Duterte’s husband, Mans Carpio.

A DILG official gave the Inquirer a copy of the draft report with instructions not to quote verbatim from it. The report is not yet official and has yet to be signed by Local Government Secretary Jesse M. Robredo.

Had the Davao City RTC complied with the 30-day notice rule, the punching would have been averted, according to the DILG draft report.

But the draft report also noted that this was a moot point, as Carpio had since recalled his writ of demolition out of deference to a petition pending in the Court of Appeals.

Moreover, it cited Carpio’s reasoning that he had given the parties sufficient time to appeal his demolition order from March 7 to June 22.

The DILG draft report found the actions of Duterte’s police escort, PO2 Dennis Roderick Cabudti, justifiable but cavalier as he was seen on video bringing Sheriff Abe Andres to the mayor. It recommended further investigation by the Philippine National Police for a possible administrative case.

Unprofessional

The same draft report recommended a misconduct complaint against Mayor Duterte for her actions which it found unprofessional and did not conform to public standards.

The filing of a complaint for abuse of authority was included in the recommendation, but a DILG official said this was not final.

The recommendations include a general guide on how local officials should conduct themselves in similar situations that Duterte found herself in.

The DILG will submit Monday or Tuesday its recommendations to Malacañang, which would ultimately decide on Duterte’s case.

An incensed Duterte was captured by TV news cameras punching Andres after he insisted on demolishing shanties in Agdao District despite the mayor’s request to hold it off for two hours.

Andres did not file charges against the mayor and instead apologized.

House probe

In the House of Representatives, Anad Rep. Pastor Alcover Jr. said he would file a resolution and deliver a privilege speech calling for an investigation of the Dutertes shortly after opening the second regular session of the 15th Congress on July 25.
Alcover said the mayor’s father, Vice Mayor Rodrigo Duterte, and brother, Councilor Paolo Duterte, would also be summoned for their behavior against critics of Sara Duterte.

“I think (Mayor) Duterte should have been immediately kicked out from her office. She’s a negative example of local government officials,” he said in a phone interview.

Alcover said he was dismayed by the failure of Robredo to throw the book at Duterte despite her flagrant disrespect of the authorities.

Kid gloves

“While Malacañang has focused its attack on Gloria Macapagal-Arroyo and the bishops, it treated with kid gloves the Dutertes without considering the seriousness of the crimes they committed,” Alcover said.

While the DILG has the power to discipline erring governors and mayors, Robredo claimed that he could not penalize Duterte because there was no complaint filed against her.

But Alcover pointed out that under Administrative Order No. 23 on the procedures in disciplinary cases against elective officials, complaints can be initiated by the President or any government agency on their own accord.

Political ally

Robredo has been criticized for siding with the Dutertes since the political family is a close political ally of President Aquino and Vice President Jejomar Binay. The elder Duterte was rumored to be the first choice of the President as his interior secretary.

“Their arrogance and thuggery promote the culture of violence. This should be stopped,” Alcover said.

Good news for internet users: NTC orders Internet providers to publicize speed, reliability rates!

I hope that this would be enforced soon, so that we will know if we paid the right amount for the right speed of internet connection that we use. Read the details below.

From Manila Times

THE National Telecommunications Commission has ordered telecom companies to dislose their minimum broadband speed as well as the service rates and reliability of their offers to consumers.

In Memorandum Order No. 07-07-2011, the regulator ordered telcos to specify minimum broadband speeds, rates and reliability in their advertisements, flyers, brochures and service agreements.
The NTC said the minimum service reliability should be 80 percent.

The service reliability is measured over a month and is derived by dividing the number of hours used in a month that is at or above the minimum connection speed into the number of hours used in a month.

At present, telcos disclose only the maximum speed of their broadband Internet connection services.

The NTC order aims to address the concerns raised by the Department of Trade and Industry and consumers about slow Internet connections that belie the ads and come-ons of telcos.

The regulator said the broadband service offers should specify the rates for a minimum speed and service reliability.

For example, a broadband service provider can offer P900 a month for 512 kilobytes per second minimum connection speed and 80 percent reliabiltiy, P1,000 for a minimum 512 kbps minimum and 85 percent reliability, or P1,000 for a minimum 1 megabytes per second and 80 percent reliability.

The NTC said subscribers should be properly informed of the broadband connection service offered to them.

The order also said service providers offering committed information rates should comply with NTC Memorandum Circular No. 12-19-2004 or the Service Performance Standards for Internet Access Services and Wired Telecommunication Services.

Under the circular, the bandwidth throughput for Internet access is up to 98.5 percent. For dial-up access, the telcos are mandated to deliver at least 80 percent of committed information status and 99 percent for leased line access.

The order will take effect 15 days after publication in a newspaper of general circulation.

Water Taxi and Long Span Bus plying in Davao City soon!

Can you imagine yourselves riding a water taxi from Sta. Ana Wharf going to your favorite beach resort in Samal Island or to Mati,Davao Oriental!

Or riding a long span bus which is ran by electric power or compressed natural gas (CNG).

Well that is already happening in the next few months. Since a company has already invested and ordered a water taxi units and already applied for all the possible permits before the units will arrive before the last quarter of this year. A water taxi is bigger than a speed boat and has a speed of about 30 to 35 knots. It is closed and air-conditioned and can travel as far as Mati, Davao Oriental. It will be operational before the end of this year. So excited to ride into one already.

There are also investors in Davao City who are planning to buy long span buses to ply the route in the main thoroughfare of the city.If plans will pushed trough, jeepneys will be relocated to places which are underserved.

With the long span buses I think it will garner a lot of protests from the jeepney drivers and a strong will power of the local government before it will be implemented.

But it would be nice to have it in the city to ease the traffic congestion. The city's population is on the upswing from migration of people from neighboring towns, and provinces who are relocating in the city due to work and study.

Duterte's of Davao City: Criminal promoters of impunity

When asked for his reaction to the scandal his daughter’s action was causing, he put out the dirty finger sign (in Tagalog that gesture is called “pasulot” which is the nonverbal way of saying “F—ck you!” or in Tagalog “H——t mo!”) addressing, he himself said, columnists and other critics.

Duterte's: Criminal promoters of impunity

from Manila Times

MAYOR Sara Duterte of Davao City and her father have just openly become criminal promoters of impunity.

Our leaders and officials must have the obliteration of the culture of impunity among their 10 most important goals. That culture tenaciously prevails in our society as tenaciously as the culture of corruption. In fact long-term corruption, perpetrated by lifetime holders of public office and power, is possible only because corrupt officials, who often also are criminal, can do their evil deeds with impunity. Which means these officials go on doing their bad deeds without fear of being prosecuted and punished.

The female mayor of Davao City was seen on nationwide TV newscasts punching a sheriff on the eye and on the face. Sheriffs do not fall under the jurisdiction of mayors. They are personnel of the judiciary. Mayors belong to the executive branch of our three-branched governmental system. The other two branches are the legislative and the judicial.

The principle of separation of powers governs the relationship between these three branches. The separation is important. Without it there would be no possibility of checks and balances among and between the three branches. The absence of a system of checks and balances will allow authoritarianism if not outright dictatorship to reign.

Not that authoritarian rule is totally absent in our country today. Twenty-six years have have passed after the ouster of the late Ferdinand Marcoss who had imposed a Martial Law regime and after that a legalistically cloaked dictatorship. But there are many pockets of dictatorial rule in the Philippines.

Pockets of dictatorial rule
Davao City, which has been the turf of the Duterte family for years and years, is said by many—locals as well as observers from outside Davao, including those from other countries—to be an example of a Philippine political subdivision that is run dictatorially in the name of maintaining peace and day-to-day orderliness. Davao is said to have “death squads.” Amnesty International and other human rights monitors are unceasingly working to have Vice Mayor Rodrigo Duterte (now acting mayor while his daughter Mayor Sara Duterte is on leave of absence) pinned down for his alleged culpability for extrajudicial killings and disappearances of “undesirables” and “criminal elements.”

It was bad enough that Ms. Duterte, like a hoodlum, attacked the sheriff, who meekly allowed himself to be beaten though he could not have down anything to fend off the blows because his arms were being held by the mayor’s men.

But Vice Mayor now Acting Mayor Rodrigo Duterte made it worse. For he has spoken out to the world, on the ABS CBN News Channel or ANC, about how proud he was of what his daughter had done and how, if were in his daughter’s place, he would not only have punched the sheriff but also kicked him. Like dog?

When asked for his reaction to the scandal his daughter’s action was causing, he put out the dirty finger sign (in Tagalog that gesture is called “pasulot” which is the nonverbal way of saying “F—ck you!” or in Tagalog “H——t mo!”) addressing, he himself said, columnists and other critics.

Speaking at ANC’s The Rundown, Mr. Duterte attempted to justify his daughter’s behavior. In any case, even if it were true that what made Ms. Duterte blow her fuse was Court Sheriff Abe Andres’ failure to accede to her request to delay the demolition by only two hours, she should have not forgotten that as an official her job is to uphold the rule of law and not use violence against a law enforcement officer.

What makes it even worse for her as a scofflaw is that she is also a lawyer. Lawyers are officers of the Judiciary. She could be disbarred.

Vice-Mayor now Acting Mayor Duterte also told the ANC audiences that his daughter would be willing “to accept the consequences of her actions including possible disbarment as a lawyer and even dismissal as a local official.” But that “She is not ready to apologize. She offers no excuses. No apologies, no nothing. So be it. All the yakkings of the mouth, millions of them…You want blood? We will give it to you. My daughter says she can live without the title of being a lawyer. She can win the elections next time around. So go ahead, they can do the worst. She is willing to receive the orders tomorrow,” he said.

Asked if the situation were reversed and he the Vice Mayor got punched during the demolition, how would he react. In tortured Tagalog, he said: “Barilin kita. Bakit mo ako suntukin? Ako nga ang peacemaker para walang gulo e to prevent bloodshed tapos suntukin ako. I’ll shoot you. (I’ll shoot you. Why do you box me. I am the peacemaker and stopping the disorder and preventing bloodshed and now you punch me.).”

Local Governments Secretary Jesus Robredo must put Mr. Duterte and Ms. Duterte in their proper places—and remind them that violence and taking the law into one’s hands are forbidden in our trying-to-be democratic and lawful Republic.
